I dont think you can do mass activation, since each maintenance plan has its own sequence and dates. Strategy plans in particular cannot be done in mass, since the plan was inactive for months, so you need to schedule which package is need to be called.
For counter based plans, if you post measurement documents, and the reading is beyond the cycle, system will generate number of orders, which you need to close eventually, else New Start and enter the counter reading
This is a one time activity, so i recommend to do manually.
When you click New Start, try to delete the existing calls, so all on hold calls will be removed.
1. I am afraid there is no possibility of mass exercise. Also rather than resetting old plans, why dont you create new plans. I feel that is easy to explain your client about the manual work you have and to create new plans
2. Completion requirement check is used to restrict next order creation if the previous is not TECO, so this is not relevant. If you dont use completion requirement tick, then only system will propose all orders till today, so you can execute do not execute or close the orders.
